Horus Heresy: Talons of the Emperor – Free Download Now Available

July 25, 2025

Games Workshop has released the PDF for the Talons of the Emperor for The Horus Heresy. Time for the Emperor’s Golden Boys to shine.

One of the armies that was missing from the new edition of The Horus Heresy was the Talons of the Emperor. However, GW had planned for that as there will be a series of PDFs coming out in the months that follow the launch. We’ve talked about this before. Well, the first download is now available.

With Libers released for five separate factions on launch, there’s been one omission: the Legio Custodes, Sisters of Silence and Imperial Agents who collectively make up the Talons of the Emperor.

That sixth Liber will arrive a little later – and our spies tell us that big things are afoot for the faction as a whole – but until then, there’s a free set of faction rules to download. This is a full army list that will allow you either to play the Talons as a full faction, or to recruit individual units (including Assassins) into your other Loyalist forces.

Talons of the Emperor PDF Out Now

This one is actually a comprehensive document. While you’ll still want the core rules to play this PDF is essential for anyone looking to run a Talons of the Emperor army. You can see the table of contents above. There’s a LOT of units covered in this one. So if you’ve got Custodians, Sisters of Silence, or any Imperial Agent you want to use, this PDF is for you.

There’s really not much else to say about this one. Until the next Liber book comes out, these are the official rules for using all of the above units in The Horus Heresy. So get your Golden Army together and smite the foes of the Emperor!

There’s a reason the Emperor called them his Custodians…they clean up all the messes. And by “messes” I mean traitors.
